• 評議會是香港公開大學學生會的最高立法、監察及司法機構，等同現代政治體制中的最高法院或立法會。

• 評議會是一個由公大學生組成的議會，各學院會、系會、聯會和屬會直接附屬評議會，故上述組織均有各自有代表直接進入評議會內，成為評議員，另外加上經普選產生的幹事會代表團、民選評議員及編輯委員會代表和三名去屆學生會代表。

• 本會負責代表逾二萬名學生會基本會員的權益，監察幹事會、編輯委員會及轄下組織等的運作，批准其工作計劃、財政預算、工作報告、財政報告及其它提案，並訂定影響全體基本會員權益的學生會章則（包括轄下組織之會章）。

• 評議會亦負責召開學生會的全民大會，以及主持學生會換屆選舉及其它全民投票。​

• The Union Council is the legislative, supervising and judicial authority of the Union, which act as the parliamentary body representing all students in OUHK.

• There are various representatives in the Union Council who representing different interests group. The composition of the Union Council including the Student Associations for the four Academic Schools and three Affiliated Clubs Association, the Ex-officio member from the Executive Committee, Editorial Board and the previous session representative; and the Popularly Elected Councillors. Every Student Association shall select or elect two councillors as their representative in the Union Council.

• Besides, the Union Council is also responsible for representing the interests of more than 20,000 ordinary members of the Students' Union, supervising the work conditions of the Executive Committee, the Editorial Board, and its affiliated societies or sub-organisation, etc.

• Moreover, the Union Council shall set out the by-laws or regulations which are used to legitimate and ensure the act of the Union could affect the interests of all ordinary members.
